Creates a tooltip that displays on mouseover. Shortcut: {{tt}}

Parameters:

1. Item name.
2. Link text. If not specified, uses Item name.
3. Anything. If specified, there won't be a link.

Weapon Usage:

Armor Usage:

{{Tooltip|Footman Sword|Weapon test}}
