Fate of Brewery is a quest following Gathering the Caravan storyline, talk with Odar after finishing your first task and the quest will be given to you.

I don't plan to negotiate with them, but I also can't force them out with the troops I have at my disposal - we only have a few militiamen here, and leaving the village unprotected is not an option.
