Creates a tooltip that displays on mouseover. Shortcut: {{tt}}

Parameters:

1. Item name.
2. Item type. (This must be as it appears in the Usage section/ ie. Weapon test)
3. Link text. If not specified, uses Item name.
4. Anything. If specified, there won't be a link.

Usage:
