L'Owcrey is an Occultist who sells a few Treatises and buys Cursed Items in the Rotten Willow Tavern. He is affiliated with the Rotten Willow Tavern faction.

He is always sitting at the right middle table in the Rotten Willow Tavern, he never moves from this spot even at night. The only exceptional case is the events of the quest "From the Cradle to the Grave".
