It offers no value unless carried in the cloak slot, since it cant be carried in inventory while having items inside.
Opening the backpack takes a turn, so it is not advisable to keep any items you may need to use in combat stored within it.

- To obtain this item you'll have to find the Order's Prison Point of Interest, which is often found on the west side of the map past Denbrie and close to endgame dungeons. There you with have to give Marlo a Splint for his broken leg. Later, he will show up in the Watchtower Tavern in Brynn. On talking to him he will thank you by giving you the Field Surgeon Bandolier as well as any other rewards.
